추억의 수몰Memories Submerged
번계들, 내성천
내 고향에 번계들과 내성천이라는 아름다운 자연이 있다.
번계들엔 논 사이로 흐르는 천이 있는데 그곳엔 팔뚝만 한 메기와 붕어가 수두룩해서 고기를 잡을 때면 이곳에서 족대질을 하곤 한다.
번개들의 차가운 수온에 입술이 파래질 때면 바로 옆 내성천의 흐르는 따스한 물과 모래 위에서 뛰어놀다 보면 하루가 어떻게 가는지도 모르게 흘러간다.
찬란히 아름다웠던 이 자연과의 순간들이 이제는 기억의 저편에서 반추(反芻)할 수 밖에 없다는 것에 분노와 아리움이 커진다.
In my hometown, there is beautiful nature called Beongyedeul and Naeseongcheon.
In Beongyedeul, a stream flows between the rice paddies, teeming with catfish and crucian carp as big as your forearm. Whenever we wanted to catch fish, we would go there with our hand nets.
When our lips turned blue from the cold water of Beongyedeul, we would run over to the warm flowing waters and sandy banks of nearby Naeseongcheon, playing until the day slipped away without us even noticing.
The fact that these brilliantly beautiful moments with nature can now only be ruminated upon from the far side of memory fills me with growing anger and heartache.
번계들
4대강 정비 사업의 일환으로 2016년 12월 영주댐이 완공되면서 번계들의 대부분이 수몰지구에 포함됐다. 약 30만평이 이르는 거대한 들판이 사라진 셈이다. 번계들의 농토 2/3는 석포리 주민들의 소유였지만 지금은 보상을 받고 젊은이들은 마을을 떠났다. 버드나무가 우거진 번계들은 현재 무성한 풀이 우거져 있다.
영주댐의 수몰지구인 번계들은 아직 물이 차오르지 않았다. 그래서 영주시는 정부차원에서 국가정원으로 지정해 줄 것을 바라고 있다. 논으로 이뤄졌던 번계들은 습지 생태환경이 완벽하게 보존돼 있고 면적도 충분해 국가정원으로서의 조건이 잘 갖춰져 있다.
주민들은 비어있는 번계들이 순천만 국가정원과 울산 태화강 국가정원과 같은 국가정원으로 지정되면 영주시와 이산면의 경제 활성화는 물론 수몰된 주민들의 심리적 보상이 이뤄질 것이라고 말하고 있다.

As part of the Four Rivers Restoration Project, when the Yeongju Dam was completed in December 2016, most of Beongyedeul was included in the submersion zone. A vast field of approximately one million square meters simply vanished. Two-thirds of Beongyedeul's farmland belonged to the residents of Seokpo-ri, but they have since received compensation and the young people have left the village. Beongyedeul, once lush with willow trees, is now overgrown with thick weeds.
Beongyedeul, designated as the submersion zone for Yeongju Dam, has not yet been flooded. As a result, Yeongju City is hoping the government will designate it as a National Garden. The former rice paddies of Beongyedeul have a perfectly preserved wetland ecosystem and sufficient area, making it well-suited for designation as a National Garden.
Residents say that if the vacant Beongyedeul were designated as a National Garden like Suncheonman Bay National Garden or Ulsan Taehwagang National Garden, it would not only revitalize the economy of Yeongju City and Isan-myeon but also provide psychological compensation for the displaced residents.
